Nepra Solar Consumer Rules 2025: 5-year contract and Rs 11 per unit net billing

Islamabad: The Ministry of Energy has approved the Nepra Solar Consumer Rules 2025 after consultation with stakeholders, under which a new system of net billing will be implemented. In the new policy, the contract period of solar consumers has been increased to 5 years, and consumers will get the benefit of exchange per unit instead of an additional surcharge.

According to Nepra, the new net billing price per unit has been fixed at around Rs 11. Under the current net metering system, consumers used to get Rs 25.98 per unit, but now consumers with loads below 25 kW will be required to obtain a licence from Nepra. Earlier, domestic, industrial and commercial consumers up to 25 kW were exempted from the licence requirement.

According to Nepra sources, the Ministry of Energy, DISCOs and Nepra completed the procedure after several months of consultation, and also informed the federal government that the system cannot function effectively without the new policy.

According to analysts, the new policy will reduce unnecessary costs in the solar net billing market and give more confidence to investors. Experts advised that consumers should enter into net billing agreements according to their energy needs under the new policy to maximise financial benefits.

This move is an important step towards investment in the solar energy sector and ensuring consumer protection.
