ISLAMABAD: In a major change in the law related to explosives, the Upper House (Senate) has approved the “Explosives Act Amendment Bill” 2025, under which strict punishments have been proposed for the manufacture, purchase, and sale of illegal explosives and deliberate violations.
According to the approved bill, producing explosives without a license has been declared an illegal activity, while a deliberate explosion will be an act that is carried out with intent, whether successful or unsuccessful.
The amendment bill also spells out clear penalties for licensees:
- Final penalty of Rs. 5 lakh for unintentional minor violation
- Final penalty of Rs. 1 million for intentional minor violation
- 3 years imprisonment and a fine of Rs. 10 million for unintentional serious violation
- 7 years imprisonment and a fine of Rs. 20 million for intentional serious violation
Under the bill, the case of violation of the Explosive Substances Act will go to the Anti-Terrorism Court, while the affected person will be able to appeal to the concerned High Court.
According to the amendment bill, the DG Explosives has been given more powers, in which he can summon any person and demand any document that will be helpful in the investigation.
Security experts are calling the passage of the law an important step towards national security, public safety, and the elimination of terrorism.
