PIA Handover to Private Owners Expected by June-End as Privatisation Process Nears Completion

ISLAMABAD: Pakistan International Airlines (PIA) will be formally handed over to its new private owners before the end of June, marking the final stage of the country’s most significant privatisation transaction in recent years.

Government officials say all key domestic and international regulatory requirements associated with the transfer have now been completed, clearing the way for the national carrier to be transferred to private management. The move follows months of procedural and regulatory work following the successful completion of a bidding process late last year.

According to officials overseeing the privatisation programme, the transfer involved obtaining approvals for PIA’s operating rights in various international markets. These approvals were necessary to ensure that flight operations and commercial rights remain uninterrupted after the change in ownership structure.

Although the airline remains under public sector control until the formal transfer is completed, private investors have already been involved in operational and financial decision-making under the framework of a consensual transaction. Officials describe the arrangement as part of a transition process designed to ensure a smooth handover.

The government sees the privatisation of PIA as a key step in its broader agenda to reduce the financial burden on loss-making state-owned enterprises and attract private sector investment in key sectors of the economy.

As part of the transaction, special tax incentives related to aircraft acquisition, leasing, spare parts, and aviation equipment have been included in the Finance Bill 2026-27. Government officials say the measures are necessary to facilitate investment and support the airline’s future expansion plans.

However, the incentives have sparked debate among policymakers and industry stakeholders. Critics say similar benefits should be available to all airlines operating in Pakistan to ensure a level playing field in the aviation sector. The parliamentary debate on the federal budget also highlighted concerns about unequal treatment within the industry.

In addition to PIA, the government is moving ahead with a privatisation programme covering airports, financial institutions and electricity distribution companies. Officials say Islamabad International Airport is expected to enter the privatisation process during the current fiscal year, while plans are also being prepared for Karachi and Lahore airports.

The government believes that private sector participation in airport operations can help attract new investment, improve service quality and modernize aviation infrastructure.

Meanwhile, power sector reforms are a key component of the privatization agenda. Several power distribution companies are set to make offers to investors in the coming months as part of efforts to improve efficiency and reduce financial losses.

The consortium acquiring PIA is made up of leading Pakistani business groups, including Fatima Fertilizers, Fauji Fertilizers, Lake City, City Schools and AKD Group. After the transfer is completed, the consortium will assume full ownership and management control of the national flag carrier.

Analysts say the success of PIA’s turnaround will be seen as a test case for future privatization efforts. Supporters say private ownership can improve efficiency and competitiveness, while critics stress the need for strong regulatory oversight to protect public interests.

With the formal handover expected in a few days, Pakistan’s aviation sector is preparing for a new chapter in the history of the country’s flagship airline.
