Lahore: The Punjab government has issued a regular framework for the organization of Basant 2026, giving conditional permission under strict rules for the manufacture and sale of kite flying equipment. In this regard, kite making has been allowed on a limited scale in four more districts including Lahore.
According to official sources, only manufacturers in Faisalabad, Kasur, Sheikhupura and Multan will be allowed to manufacture kites and strings after registration. All manufacturers will have to register online through the Deputy Commissioner’s office and the Punjab government’s e-biz portal.
Officials say that registered manufacturers will manufacture kites and strings only in accordance with the approved rules and these goods will be sold only to registered traders or sellers of Lahore. In other districts, neither sale nor use will be allowed.
It has been further informed that the prepared kites and strings will be available for use in Lahore only on 6, 7 and 8 February 2026. Any kind of kite flying before or after these dates will be considered illegal.
These steps have been taken under the Punjab Regulation of Kite Flying Act 2025 to prevent the use of substandard strings and dangerous materials and to provide a safe environment to the citizens.
The provincial government has issued instructions to the Deputy Commissioners of the concerned districts to make arrangements, while the facility of contacting the Additional Secretary Internal Security and the Deputy Commissioner Lahore for guidance has also been provided.
It should be noted that the permission for Basant celebrations is limited to Lahore only and a complete ban on kite flying will remain in place in other districts.
